In Bengali:

ভারত আসলে বাংলাদেশের জন্য কখনোই বন্ধু হয়ে উঠতে পারেনি। যদিও কেউ কেউ বলে থাকে ভারত আমাদের বন্ধুরাষ্ট্র কিন্তু ভারতের এরকম দ্বিমুখী চরিত্র দেখে ভারতকে বাংলাদেশের প্রকৃত বন্ধু ভাবাটা অনুচিত। ১৯৭১ সালের যুদ্ধের সময় সেই সহযোগিতাকে পুঁজি করে ভারত বিভিন্ন সময় বিভিন্ন চুক্তিতে বাংলাদেশকে ঠকিয়ে যাচ্ছে। আর আমরা বাংলাদেশীরা নতজানু হয়ে তাদের সবকিছু মেনে নিচ্ছি। 


বাংলাদেশের সাথে সম্পৃক্ত সবগুলো নদীর সাথে ভারত বাঁধ সৃষ্টি করেছে। যার ফলে শুকনো মৌসুমে বাংলাদেশের নদীগুলোতে পানি থাকে না। নদীগুলোতে পানি না থাকার কারণে বাংলাদেশের কৃষকেরা পর্যাপ্ত পানির অভাবে কৃষি জমিতে ফসল ফলাতে পারেনা। যার কারণে বাংলাদেশের কৃষি জমিগুলো নষ্ট হয়ে যাচ্ছে আর কৃষকেরাও জমিগুলোতে ফসল ফলাতে চায় না। এভাবে ভারত আমাদের বঞ্চিত করছে এবং বাংলাদেশের কৃষকদের ক্ষতি করছে। এর মূল সূত্র হলো যাতে কৃষি পণ্যের অভাবে ভারত থেকে আমরা সকল কৃষি পণ্য আমদানি করি এবং কৃষি পণ্যের জন্য সবসময় নির্ভরশীল থাকে বাংলাদেশ। 


আবার অন্যদিক দিয়ে অতিবৃষ্টি বা বন্যার পূর্বাভাসে বাংলাদেশকে কোন সতর্ক বার্তা না দেওয়া ছাড়াই বর্ষার মৌসুমে যখন ভারতে অতিবৃষ্টি হয় তখন সেই পানি সরানোর জন্য ভারত বাঁধগুলো ছেড়ে দেয়। যার ফলে বাংলাদেশের নিম্ন অঞ্চলগুলো পানিতে ডুবে যায, বন্যার সৃষ্টি হয়। ক্ষতির সম্মুখীন হচ্ছে বাংলাদেশ ও বাংলাদেশের মানুষ।


ভারত আন্তঃসীমান্ত ৫৪ নদীর ৩৬টির ওপরই ৫৪টি বাঁধ তৈরি করেছে। ভারতের দেওয়া বাঁধের কারণে নদীর প্রবাহ চরমভাবে দিন দিন ব্যাহত হচ্ছে। এছাড়া বাংলাদেশের নদ-নদী, খাল-বিল শুকিয়ে যাচ্ছে। প্রাকৃতিক ও মৎস্য সম্পদ ধীরে ধীরে ধ্বংস হয়ে যাচ্ছে। ফলে ভবিষ্যতে বাংলাদেশ এক ভয়াবহ বিপর্যয়ের মুখে পড়ার আশঙ্কা রয়েছে।


কিন্তু ভারত বর্ষা মৌসুমে ইচ্ছামাফিক খুলে দেয় বাঁধসমূহ। আগাম সতর্কতা বার্তা দেওয়া ছাড়াই ভারত কর্তৃক বাঁধ ছেড়ে দিয়ে মানুষ, প্রাণী, পশুপাখি হত্যা এবং ক্ষয়-ক্ষতি ও ধ্বংস করা! আন্তর্জাতিক আইন অমান্য এবং মানবতাবিরোধী অপরাধ নয় কী?


ভারত বরাবরই প্রতিনিয়ত আন্তর্জাতিক আইন অমান্য করছে। যা মানবতাবিরোধী ও অমানবিক। এভাবে চলতে দেওয়া যায় না। তাই বাংলাদেশের সাথে ভারতের এই দ্বিমুখী মন্দনীতি বন্ধ করতে হবে অচিরেই। বন্ধ করতে হবে ভারতের এই পরিকল্পিত পানি নির্যাতন। নতুবা ভারত ও বাংলাদেশ সমভাবে বাঁধ নিয়ে শর্ত ও নীতিমালা প্রণয়ন করতে হবে।


In English:

India never actually became a friend to Bangladesh. Although some people say that India is our friend, but seeing such two-faced character of India, it is wrong to think that India is a real friend of Bangladesh. Capitalizing on that cooperation during the 1971 war, India has been cheating Bangladesh in various agreements from time to time. And we Bangladeshis are kneeling down and accepting everything from them.


India has dammed all the rivers connected to Bangladesh. As a result, there is no water in the rivers of Bangladesh during the dry season. Due to the lack of water in the rivers, the farmers of Bangladesh cannot grow crops in the agricultural land due to lack of sufficient water. Due to which the agricultural lands of Bangladesh are getting destroyed and the farmers also do not want to grow crops in the lands. Thus India is depriving us and hurting the farmers of Bangladesh. The main reason is that we import all agricultural products from India due to lack of agricultural products and Bangladesh is always dependent for agricultural products.


On the other hand, India releases the dams to divert the water when it rains heavily in India during the monsoon season without giving any warning to Bangladesh in the forecast of heavy rains or floods. As a result, the lower areas of Bangladesh are submerged in water, causing floods. Bangladesh and the people of Bangladesh are facing losses.


India has built 54 dams on 36 of the 54 cross-border rivers! Due to the dams provided by India, the flow of the river is being disrupted day by day. In addition, the rivers and canals of Bangladesh are drying up. Natural and fish resources are slowly being destroyed. As a result, Bangladesh is likely to face a terrible disaster in the future.


But India opens the dams at will during the monsoon season. Killing people, animals, wild animals and causing damage and destruction by India releasing dams without giving advance warning message! Is it not a violation of international law and a crime against humanity?


India has been consistently flouting international law. Which is anti-human and inhumane. This cannot be allowed to continue. Therefore, India's two-pronged evil policy with Bangladesh should be stopped soon. India's planned water torture must be stopped. Otherwise, India and Bangladesh should formulate conditions and policies on dams equally.

Column-কলাম | রাজনীতি প্রসঙ্গ-The context of politics | A uthor S M MOMINUL I A J-লেখক এস এম মোমিনুল আই এ জে | Click Here~ রাজনীতি প্রসঙ্গ-The context of politics In Bengali and English~ In Bengali: কিছুদিন আগে, কিছু দিন বলতে ২০১৭-২০১৮ খ্রিষ্টাব্দের কথা “বাংলাদেশ রাজনীতি প্রসঙ্গ” শিরোনামে একটি কলাম লিখেছিলাম। কয়েকটি “অনলাইন নিউজপোর্টালে” কলামটি প্রকাশিত হয় কিন্ত কলামটি আপলোড দেওয়ার ৩০ মিনিটের মধ্যে ডিলিট করে দেওয়া হয়। সম্পাদকদের কাছে এর কারণ জানতে চাইলে বলে সরকার “ডিজিটাল নিরাপত্তা আইন“ করেছে আর আপনি তো জানেনই আমরা কতটা চাপে আছি, কি আর করা এখানে আর কিছুই বলার থাকলো না।  একইভাবে কয়েকটি দৈনিক পত্রিকার সম্পাদক লেখাটি পছন্দ করলেও প্রকাশ করার সাহস পায়নি। এখানে কলামটির কিছু লেখা তুলে ধরলাম। আমি কোনো ব্যক্তি বা দলের পক্ষে বা বিপক্ষে বলিও নাই, লিখিও নাই। আসলে আমি বুঝাতে চেয়েছি আমাদের বাংলাদেশের রাজনীতিতে যে দল ক্ষমতায় আসে সে দলই সুস্থ ধারার রাজনীতি চর্চার বদলে অসুস্থ ধারা ও অপরাজনীতির চর্চায় মত্ত থাকে বেশী। এই লেখার কারণে কেউ কষ্ট পাইলে আমার কিছু করার নেই। যা সত্য তা তুলে ধরলাম। আমাকে...
